Are Global Capability Centers Ready for the New Era of AI Compliance and Accountability?

August 2026 will mark a turning point for Global Capability Centers (GCCs) as the EU AI Act comes into force. This new regulation demands strict compliance for high-risk AI systems, including thorough assessments, detailed documentation, continuous monitoring, and audit trails. The responsibility for meeting these requirements will fall heavily on GCCs, the offshore and nearshore units that have long been the technical backbone for global companies.


This shift raises a critical question: Are GCCs prepared to move beyond experimentation and demos to become centers of accountability and compliance at scale?




The Changing Role of Global Capability Centers


GCCs have traditionally been places for innovation and experimentation. They build systems, run IT operations, and develop products for their parent companies. Many have served as sandboxes where new ideas, including AI models, are tested and refined.


With the EU AI Act, this role is evolving. The regulation targets AI systems classified as high-risk, requiring:


  • Conformity assessments before deployment

  • Comprehensive technical documentation

  • Continuous monitoring of AI behavior

  • Detailed audit trails for accountability


Central legal or compliance teams cannot manage this alone. The work must happen where the AI systems are developed and maintained — within the GCCs themselves.


New Roles and Responsibilities Emerging in GCCs


The complexity of AI compliance means GCCs need new expertise. Roles such as AI Governance Architects and ModelOps specialists are becoming essential. These professionals focus on:


  • Detecting and mitigating bias in AI models

  • Monitoring for hallucinations or unexpected AI outputs

  • Conducting red-teaming exercises to test AI robustness

  • Implementing sovereign data layers and control planes to protect data privacy and security


These roles ensure that AI systems not only function but also comply with the strict rules set by Europe and other jurisdictions.


Why GCCs Are Well Positioned for This Challenge


GCCs have spent years experimenting with AI and other technologies. This experience gives them several advantages:


  • Proximity to the code: They understand the systems deeply because they build and maintain them.

  • Operational capacity: They have the resources and teams to implement continuous monitoring and auditing.

  • Flexibility: Their history as innovation hubs means they can adapt quickly to new requirements.


For example, a GCC in India working for a European financial services company has already started integrating bias detection tools into their AI pipelines. This proactive approach helps them stay ahead of the EU AI Act’s enforcement date.


Implementing Compliance Before Scaling Globally


Before rolling out AI systems worldwide, GCCs must embed compliance mechanisms at the core. This includes:


  • Building guardrails that prevent AI from making unauthorized decisions

  • Creating audit trails that document every AI action and decision

  • Establishing sovereign data layers to ensure data residency and privacy rules are respected


These steps are not just about meeting legal requirements. They also build trust with customers and partners who demand transparency and accountability in AI.


The Hard Question: Experimentation or Accountability?


Many GCCs still operate primarily as experimental units. They focus on rapid prototyping and innovation, which often means less emphasis on formal processes and documentation.


The EU AI Act forces a rethink. GCCs must ask themselves:


  • Are we structured to support accountability at scale?

  • Do we have the right people and processes in place for ongoing compliance?

  • Can we balance innovation with the need for transparency and control?


Failing to answer these questions risks not only regulatory penalties but also damage to reputation and business continuity.



Preparing for the Future


The new AI rules in Europe are a clear signal that AI governance is no longer optional. GCCs must evolve from sandboxes into centers of responsibility. This means investing in skills, processes, and technology that support compliance.


Companies with GCCs should start by:


  • Conducting readiness assessments focused on AI compliance

  • Training teams on the new roles and responsibilities required

  • Building infrastructure for continuous monitoring and auditability

  • Collaborating closely with legal and compliance teams to interpret and implement the rules
